Travel within India: State by State Travel Updates

The Tourism industry has been one of the largest contributors to India’s GDP in recent years increasing from a share of 6.70% in 2017 to 9.20% in 2018. The Covid-19 pandemic has severely impacted the tourism industry across the globe covering sectors like hospitality, tour operators, travel agents, air, land and sea transportation industry and others. 

As per the World Travel & Tourism Council (WTTC), the Covid-19 pandemic is expected to cost the tourism industry at least USD 22 billion resulting in a loss of 50 million jobs globally. India is no exception, tourism has witnessed a significant decline during 2020. 

However, now that the Director General of Civil Aviation (DGCA) has permitted airlines to operate on the domestic route, we can see the Indian travel market on its path to revival. 
But, before you decide to go anywhere or plan anything, take a look at these state by state travel restrictions in India. 

ANDHRA PRADESH

  • Health screening

Thermal screening shall done for all passengers upon arrival at the airport. COVID test shall be done for all symptomatic and asymptomatic passengers arriving from Chennai, Mumbai, Delhi, Gujarat, Rajasthan and Madhya Pradesh. For passengers arriving from other cities/states, COVID test will be done for only symptomatic passengers. 

  • Quarantine

All symptomatic passengers arriving from Chennai, Mumbai, Delhi, Gujarat, Rajasthan and Madhya Pradesh shall be sent to institutional quarantine for COVID test. Institutional quarantine can be at a government facility at no charge or paid quarantine at designated hotels. After 7 days, all the symptomatic passengers will be retested. If their results are negative, then they will be sent to home quarantine for 7 days. All other passengers will be sent to 14 days of home quarantine upon collecting their swab sample results. 

  • Passenger obligation

All passengers must download the Aarogya Setu application.

ASSAM

  • Health screening

Thermal screening and COVID swab tests will be done for all passengers upon arrival. 

  • Quarantine

7 days of institutional quarantine and 7 days of home quarantine for all passengers besides a few categories – pregnant women, elderly people above 75 years of age, person due to attend funeral of immediate relative, children below 10 years of age and people with pre-existing health conditions.

  • Passenger obligation

All passengers must fill a health declaration form prescribed by the state upon arrival. Passengers further travelling to other destinations will be transported to respective district and processed as per the State policy. Passengers opting for connecting flights must ensure it doesn’t involve night halt. Failure to do so may result in quarantine for a specific period before commencing onward journey. All passengers must download the Aarogya Setu application.

BIHAR

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

No quarantine required.

  • Passenger obligation

All passengers must download the Aarogya Setu App.

CHHATTISGARH

  • Health screening

Thermal screening and health profiling will be conducted upon arrivals. COVID test shall be conducted for symptomatic passengers. 

  • Quarantine

Institutional quarantine till the test results are available. 14 days of home quarantine for all asymptomatic passengers with an undertaking that they will abide by all quarantine regulations. 

  • Passenger obligation

All passengers must download the Aarogya Setu App and they must give an undertaking that they will abide by all quarantine regulations.

DELHI

  • Health screening

COVID test is not required. Thermal screening will be done for all passengers upon arrival.

  • Quarantine

For international passengers, 7 days of institutional quarantine at Government facility at no charge or paid quarantine at designated hotels will be mandatory. For domestic passengers, 7 days of home quarantine is a must.

  • Passenger obligation

All passengers must download the Aarogya Setu application.

GUJARAT

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

14 days of home quarantine for all passengers.

  • Passenger obligation

All passengers must download the Aarogya Setu App. All passengers arriving into Surat are required to register on website or application before landing in Surat.

GOA

  • Health screening

COVID test shall be done for all symptomatic passengers. Thermal screening will be done for all passengers upon arrival.

  • Quarantine

Institutional quarantine will be done for symptomatic passengers till test result is available. All passengers shall be required to go for 14 days of home quarantine or can opt for paid institutional quarantine for 14 days. A person may be exempted from home quarantine if they can produce a COVID negative certificate by an ICMR recognized lab, not older than 48 hours prior to arrival in Goa. 

  • Passenger obligation

All passengers must download the Aarogya Setu application. Asymptomatic passenger to choose one of the following options – produce a COVID negative certificate by an ICMR recognized lab, not older than 48 hours prior to arrival in Goa or opt for giving swab and getting tested at the cost of Rs. 2000 and be in paid institutional quarantine till the test results come.

HARYANA

  • Health screening

COVID test is not required. However, thermal screening will be conducted for all passengers upon arrival.

  • Quarantine

14 days of home quarantine for all passengers.

  • Passenger obligation

All passengers must download the Aarogya Setu application.

HIMACHAL PRADESH

  • Health screening

COVID test is not required. However, thermal screening will be conducted for all passengers upon arrival.

  • Quarantine

14 days of institutional quarantine for passengers arriving from any red zone district outside of Himachal Pradesh or passengers having Influenza Like Illness (ILI) symptoms irrespective of the zone from where they are arriving. 14 days of home quarantine for passengers arriving from any Red Zone district outside of Himachal Pradesh and are carrying COVID-19 negative test report from ICMR authorized lab which should not be older than 48 hours from the date of departure.

  • Passenger obligation

All passengers must download the Aarogya Setu application. Entry/Exit from State borders will be allowed only from 6 am to 8 pm. 

JAMMU & KASHMIR

  • Health screening

COVID test is mandatory for all passengers, except for Defense personnel.

  • Quarantine

Institutional quarantine for all passengers will be mandatory till the test results are available. If test results are positive, they will be sent to COVID facility/hospital for treatment and recovery. If the test results are negative, mandatory home quarantine for 14 days from the date of testing. The only people exempt from quarantine would be – defense personnel, business travelers with confirmed return or onward ticket within 4 days of arrival and confirmed hotel reservation, passengers with RT-PCR negative test report from ICMR authorized lab, which should not be older than 48 hours from the date of arrival.

  • Passenger obligation

All passengers must download the Aarogya Setu application. Passenger is required to fill up ICMR Health form on arrival and is required to undergo a COVID test at the airport.

JHARKHAND

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

14 days of home quarantine for all passengers suggested. All passengers intending to exit Jharkhand within 72 hours of arrival shall be exempted from quarantine. 

  • Passenger obligation

All passengers must download the Aarogya Setu App. Passengers seeking quarantine exemption shall be required to provide confirmed return/onward journey ticket within 72 hours of arrival. 

KARNATAKA

  • Health screening

COVID swab test shall be performed on symptomatic passengers and for passengers seeking quarantine exemption. Thermal screening will be conducted for all passengers.

  • Quarantine

All symptomatic passengers shall be shifted to COVID care center for further tests. If the result is positive, passengers shall be shifted to dedicated COVID hospital. If the result is negative, passengers shall be sent to home quarantine to complete the remaining quarantine period of 14 days. 

Passengers coming from Maharashtra will be in 7 days institutional quarantine and 7 days home quarantine. Passengers coming from Delhi & Tamil Nadu will be in institutional quarantine for 3 days and in home quarantine for 11 days.

  • Passenger obligation

All passengers must download the Aarogya Setu application. Passengers must register on COVA Punjab App before commencing their journey. Boarding pass shall be considered as e-pass for movement to & from airport during curfew period. 

KERALA

  • Health screening

COVID test shall be performed on symptomatic passengers and thermal screening will be conducted for all passengers.

  • Quarantine

14 days of home quarantine for all passengers. Passengers who visit the state for a short period for purposes like business, official, trade, medical, court cases, property management or any. 

  • Passenger obligation

All passengers must download the Aarogya Setu application. All passengers will be required to register their details on https://covid19jagratha.kerala.nic.in/ and obtain e-pass. Upon arrival, passengers are required to show their e-pass to the health officials at airport and undergo home quarantine for 14 days. All passengers intending to visit any other State or Union Territory after entering Kerala shall be required to have the entry pass for Kerala and State or UTs he/she intends to visit. 

MADHYA PRADESH

  • Health screening

Thermal screening will be conducted for all passengers upon arrival. If passenger is found symptomatic, COVID test to be performed. 

  • Quarantine

If the test result is positive, passenger shall be sent to COVID care center. Post which, passenger may be required to re-test followed by home quarantine as deemed fit by the competent authorities. If the result is negative, further institutional or home quarantine is not required. 

  • Passenger obligation

Traveler will be required to undertake COVID test at the airport if advised by the health authorities. All passengers must download the Aarogya Setu application.

MAHARASHTRA

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

7 days of institutional quarantine followed by 7 days of home quarantine for International passengers. 14 days of home quarantine for domestic passengers. 

  • Passenger obligation

All passengers must download the Aarogya Setu App. All domestic passengers travelling from airports and railway stations in NCR, Rajasthan, Gujarat and Goa shall carry RT-PCR negative test report with them before boarding and show it to the teams at arrival airport/railway station. The RT-PCR sample collection should have been done within 72 hours of scheduled time of arriving at airports/railway stations in Maharashtra. Passengers not having the RT-PCR test reports fulfilling conditions, shall compulsorily undergo the test at the concerned airports/railway stations, at their own cost.

Passengers travelling in to Maharashtra via road would be checked for symptoms. Test will be conducted only if the passengers are found to be symptomatic. 

MANIPUR

  • Health screening

Thermal screening will be conducted for passengers upon arrival. COVID test during institutional quarantine.

  • Quarantine

All passengers shall be required to go for institutional quarantine for 14 days and further tests will be conducted. If the result is negative, passenger shall be allowed to go home with 14 days of home quarantine. If the test is positive, passenger will be further referred to treatment. 

  • Passenger obligation

All passengers must download the Aarogya Setu App. All passengers shall be required to fill up the prescribed form supplied by health authorities upon arrival. 

MEGHALAYA

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

48 hours of institutional quarantine for all passengers.

  • Passenger obligation

All passengers must download the Aarogya Setu App. All passengers must register on the state portal. 

MIZORAM

  • Health screening

Thermal screening will be conducted for passengers upon arrival. COVID test for passengers opting for home quarantine.

  • Quarantine

21 days of institutional quarantine for all passengers. Passengers can opt for 21 days of home quarantine, provided they clear the Rapid Antibody Test.

  • Passenger obligation

All passengers must download the Aarogya Setu App.

NAGALAND

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

14 days of institutional quarantine followed by 14 days of home quarantine for passengers. Persons above the age of 60 years, children and parents of children 10 years & below and pregnant women & accompanying spouse will be exempted from the quarantine.

  • Passenger obligation

All passengers must download the Aarogya Setu App.

ODISHA

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

14 days of home quarantine for all passengers returning to urban aread of Odisha. 7 days of institutional quarantine followed by 7 days of home quarantine for all asymptomatic passengers returning to rural areas of Odisha. During 7 days of institutional quarantine, if any person is found symptomatic, he/she shall be shifted to COVID Care Centers/Hospitals. 

All passengers intending to exit Odisha within 72 hours of the arrival shall be exempted from quarantine. 

  • Passenger obligation

All passengers must download the Aarogya Setu App.

PUNJAB

  • Health screening

COVID test shall be performed on random basis. Thermal screening will be conducted for all passengers.

  • Quarantine

7 days of institutional quarantine for international passengers followed up by 7 days of home quarantine. For domestic passengers, 14 days of home quarantine will be mandatory.

  • Passenger obligation

All passengers must download the Aarogya Setu application. Passengers must register on COVA Punjab App before commencing their journey. Boarding pass shall be considered as e-pass for movement to & from airport during curfew period. 

RAJASTHAN

  • Health screening

COVID swab test shall be performed on symptomatic passengers and for passengers seeking quarantine exemption. Thermal screening will be conducted for all passengers.

  • Quarantine

14 days of home quarantine for all passengers. Symptomatic passengers shall be isolated and taken to the nearest health facility.

  • Passenger obligation

All passengers must download the Aarogya Setu application. They should submit a self-health declaration form and go through screening process. All passengers departing from these airports will need to get pass issued from the counters before proceeding to check-in counters.

TAMIL NADU

  • Health screening

Thermal screening shall be done for all passengers. COVID test for passengers arriving into Chennai from Maharashtra, Gujarat & Delhi shall be conducted. COVID test for passengers arriving into any other airport of Tamil Nadu from any state, will be at the discretion of health officials.

  • Quarantine

14 days of home quarantine for all passengers arriving into Tamil Nadu from any other state. Passenger shall be required to go for institutional quarantine till the time COVID test results are available, at the discretion of health officials. Post which, they will be required to complete remaining period of 14 days of home quarantine. 

  • Passenger obligation

All passengers must download the Aarogya Setu application.

TELANGANA

  • Health screening

Thermal screening will be conducted for passengers upon arrival. 

  • Quarantine

All international passengers shall be sent to 7 days of institutional quarantine at government facility or at paid designated hotels. Health authorities shall decide about the quarantine requirements for all other symptomatic passengers.

  • Passenger obligation

None.

TRIPURA

  • Health screening

Thermal screening will be conducted for passengers upon arrival. COVID test shall be done on random basis.

  • Quarantine

All passengers with foreign travel history in last 28 days shall be taken to nearby sample collection center and shall be kept in institutional quarantine till the test results are available. All passengers whose samples are collected on random basis upon arrival shall be allowed to go home with an advice to self-monitor their health and follow 14 days of home quarantine. All passengers shall go for 14 days of home quarantine. All asymptomatic passengers intending to exit Tripura within 72 hours of arrival shall be exempted from quarantine. 

  • Passenger obligation

All passengers must download the Aarogya Setu App.

UTTAR PRADESH

  • Health screening

Thermal screening shall be done for all passengers.

  • Quarantine

7 days of institutional quarantine followed by 7 days of home quarantine for all international passengers. 14 days of home quarantine for all domestic passengers. Passengers exiting Uttar Pradesh within 7 days of arrival shall be exempted from mandatory quarantine subject to validation of return/onward travel.

  • Passenger obligation

All passengers must download the Aarogya Setu application. Passenger will need to register on state website before they exit the arrival hall using below web link or phone number: https://reg.upcovid.in or call 1800-180-5145.

UTTARAKHAND

  • Health screening

Thermal screening will be conducted for all passengers upon arrival. If passenger is found symptomatic, COVID test to be performed on random basis.

  • Quarantine

7 days of institutional quarantine for passengers arriving from high load COVID-19 infected cities. Institutional quarantine can be done at government facility without any charges, or at designated hotels with applicable charges. 

  • Passenger obligation

All passengers must download the Aarogya Setu application.

WEST BENGAL

  • Health screening

Symptomatic passengers shall be taken to nearest facility for COVID test. Thermal screening will be conducted for all passengers.

  • Quarantine

14 days of home quarantine for all asymptomatic passengers. For symptomatic passengers, the health authorities will decide the quarantine requirement on case basis.

  • Passenger obligation

All passengers must download the Aarogya Setu application. All passengers must fill up and submit the declarayion form using Sandhane App developed by the Health Department of the state.

ANDAMAN & NICOBAR ISLANDS

  • Health screening

Thermal screening will be conducted for all passengers upon arrival. COVID test will be done on random basis.

  • Quarantine

Symptomatic passengers shall be tested and shall be required to go for institutional quarantine till the test results are available. Basis the test result, further course of quarantine shall be decided by health authorities.

  • Passenger obligation

All passengers must download the Aarogya Setu App. Passenger is required to undergo COVID-19 test at the airport as directed by the health authorities.
